I.
Officers
A. Term of Office
1. The election of
Chairperson will be for four years.
B. Duties of Officers
1.
To operate the Middle Atlantic Association Girls’ Basketball Committee
in accordance with the rules of the AAU Code, the National Girls’ Basketball
Committee and the Middle Atlantic Association.
2. It will be the right of
the MAD-GBC members to approve a group of Officers for the following positions:
(the length of office will be for two years)
3. Chairperson
a.
Oversee all operations of the MAD-GBC.
b.
Prepare an agenda and direct all meetings.
c.
Bring all business that requires a vote before the membership.
d. Abide
by and enforce all rules of the MAD and National AAU.
e. To call meetings at least two times per year.
One meeting in mid October/early-November.
The second in late-January/early-February (at which time written
nominations for Officers will be received, every two years)
f.
To call for elections once every two years in the third weekend in March.
g. The Chairperson shall call an annual MAD-GBC Seeding Meeting
once a year,
no later than the third Sunday in April.
h.
To forward all complaints to the MAD-GBC Disciplinary Committee.
i. The Chairperson shall oversee the daily operation of the MAD
Girls’ basketball Association.
j.
To notify the National AAU Girls’ Basketball chairperson and AAU House
of all required meetings and notifications.
k.
Chairperson will appoint all Officers.
4. Vice Chairperson
a. Is officially the second in command of MAD-GbC and in absence of Chairperson will fulfill their duties as needed. Will be part of all MAD-GBC meetings
5.
Registration Chairperson
a.
Verify all MAD-GBC Association Championship Rosters of teams entered in
the MAD Championship and verify their AAU Registration with the MAD and/or the
National AAU Office.
b. Maintain and upkeep MAD-GBC files.
c.
If office not currently filled, the tournament directors of MAD-GBC
championships will act as such for their age group under supervision of
Chairperson.
6.
Treasurer
a.
Present a report at each meeting on the financial status of the MAD-GBC
specifically stating income received and dispersed.
b. Pay
all bills and disbursements and give copy of same to Chairperson.
c. Keep a ledger of all income and disbursements and deposit in
appropriate account.
d. Treasurer, along with Chairperson, will have the power to write checks for the
MAD-GBC.
e. Apply for the MAD Grant Program and report amount received.
f.
The Chairperson will be reimbursed for all expenses incurred while in office.
Expenses over $200 must be approved by the Executive Committee.
7.
Secretary
a.
Record minutes of each meeting.
b. Process and disseminate minutes of meeting within 30 days of
each MAD-GBC meeting.
c. Send out meeting notices (unless Chairperson takes responsibility).
8.
Disciplinarian/Head Disciplinary Committee
a. A three-member committee will form the Disciplinary
Committee; a chairperson (appointed) and two other MAD-GBC members (random),
which are non-affiliated with the Chairperson or complaint. This group will have the power to process complaints, gather
information and make recommendations to the Officers for action.
9. Sergeant of Arms
a. To maintain
order at MAD-GBC meetings.
C. Meetings
1.
Notices
a. A notice for
meetings (Seeding, Regular, Committee) will be mailed 15 days prior to said
meeting date.
b. Board of Managers and the
Executive Committee shall meet specially upon the call of the President or upon
the written request of one third of the respective membership.
2. Voting
a.
All those registered clubs with the MAD and National AAU will be eligible
to vote according to the AAU Code and MAD-GBC Association Operating Rules
b.
Each club in good standing will be eligible to vote on issues and items
and in elections in the MAD-GBC.
1)
Good Standing means that a club is
registered with the Association Chairman (for the current AAU year), has at
least 5 registered athletes, and has paid their MAD-GBC Fee.
c.
Any change or modification of any provision in the MAD-GBC Operation
Charter will require at least a 2/3 vote of those present.
d.
Any proposed additions to the MAD-GBC Operations Charter must be in
writing five days
prior to the first meeting of the year.
3. Seeding
Meeting
a. The annual seeding meeting will take place no later than the
second Sunday of April of each year.
4. Elections
a. 1.Nominations for chairperson must be received by the end of the final seeding meeting during the second year of current Chairperson's term. If more than one person is nominated, the Chairperson must set a date that does not conflict with national AAU events no later than August. 31 for an election.
D. Registration
1.
Each club and individual membership will be done according to the rules
of the AAU Code, Section IV and the MAD-GBC Association Operating Rules.
E.
Disciplinary Process
1.
Any club or individual may bring a written complaint to the Disciplinary
Committee.
2.
A written complaint must be filed with the Chairperson.
Actual complaints must pertain to the AAU Code Book violations and be
sited within the complaint letter (note: protest of games are not permitted
according to NCAA rules).
3.
The Chairperson, with a recommended complaint will call a special meeting
of the Disciplinary Committee.
4.
The Chair of the Disciplinary Committee will hold the special meeting at
a time and place appropriate to the complaint, but must be held
within 15 days
of the actual forwarding date by the Chairperson.
a. All disciplinary
procedures will be done according to the AAU Code
Book. All materials will be
available to both parties.
b.
All deliberations must take place within 7 days of the first meeting on a
complaint, unless extended by the Chairperson due to special circumstances.
5. Rulings
a.
The recommendation of the Disciplinary Committee must be in writing and
forwarded to the Chairperson for action.
b.
Each ruling must have: listed
complaint, code violations, action to be taken.
The Chairperson will set the action of each case.
6. Appeals
a.
Any appeal of an MAD-GBC-Disciplinary Committee ruling can be made to the
National AAU Girls’ Basketball Disciplinary Committee or the MAD Board of
Directors.
7. Tournaments
a. Types
1)
There are two types of tournaments sanctioned by the MAD and the MAD-GBC:
MAD National Qualifiers, MAD Events.
a)
A sanction and fee must be presented to the MAD
Registration Chairperson
for
approval.
b)
Admission fees can be charged at Sub-Regional
or Association Championships at a set price to be determined at the annual
meeting.
2)
MAD National Qualifier
a)
Sanction Fee/Application Fee
(1)
The MAD has a fee structure determined by the National AAU for sanctioned
events. This fee can also include
Third Party Insurance. This fee
must be separate from the MAD-GBC Application Fee.
b)
Registration/Fee Structure will be determined by a vote of the membership
at the first meeting of the year, October/November.
3)
Process
a)
Any team/club wishing to host an AAU sanctioned event must fill out the
AAU Sanction Form and submit this form with checks covering MAD Fee, Third Party
Insurance and Application Fee.
b)
Any application 35 days prior to approval will have to provide the
additional fee for AAU House concerning Third Party Insurance.
c)
This Sanction Request will be signed by either the Chairperson or
Registration Chairperson and then sent after approval, to the MAD Registration
Chairperson and mailing to AAU House.
d)
If you are not approved, all fees and monies are returned to the
team/club requesting AAU sanction.
4)
Dates
a) Any invitational tournament can be held on any day during the calendar year but they can not have the same age groups of a MAD championship if being run same weekend.
b) All
MAD Association Championships (National Qualifiers) must take place between the
last weekend of April and prior to Memorial Day weekend.
c) Days
of competition: Friday through
Monday (unless agreed upon by both teams and Tournament Director).
5)
Sites/Bids
a)
There are 8 MAD National Qualifying tournaments for 9 age groups.
b)
A club wishing to bid for a MAD Association Championship (National
Qualifier) must be a club in Good Standing with the MAD-GBC.
c)
All clubs will have an equal opportunity to bid and to host an MAD
Association Championship.
d)
Clubs selected to host a National Qualifier will abide by a set of
Operational Guidelines set forth by the MAD-GBC.
Failure to abide by these rules can result in the pulling of an event,
suspension of future events and possible action by the MAD-GBC Disciplinary
Committee.
6) Awards (Medals)
a)
The Registration Chairperson and the MAD-GBC will provide the paperwork for
Medals for all Association Championships.
b)
The Host Tournament Director must distribute the Medals and Nationals Packets at
the conclusion of the National Qualifier. Failure
to do so within 5 days, unless approved by the Registration Chairperson, can
result in disciplinary action.
7) Seeding Meeting
a)
All those clubs in good standing with the AAU and the MAD will receive
notification of the Seeding Meeting.
b)
Each team wishing to enter must bring all necessary materials prior to the
MAD-GBC Seeding Meeting. Registration
Materials must be in the possession of the Registration Chairperson prior to the
Seeding Meeting, no exceptions.
c)
The closing deadline is 8 PM on the day of the Seeding Meeting.
(1)
No other methods of application are acceptable after this deadline.
(2)
All express mails must be received prior to the Seeding Meeting.
d)
Registration Materials will be defined as:
Complete roster (player uniform number if available, name, home town,
state, AAU card number, date of birth, Coach’s information), Team Entry Form,
Check, and copy of Birth Certificate.
e)
The top 8 teams from the year before will be seeded according to finish.
f)
In cases of a tie, the team which was seeded higher the year before will receive
the higher seed.
g) Each club must have the Entry Fee for their team(s) at the Seeding Meeting. No arrangements will be honored unless arranged prior to seeding meeting with Chairperson or tournament director.
h) All non-seeded teams will be drawn.
(1)
Each team drawn in order past 8 will be entered according to pull.
(2) If a seeded team does not return, the next lower seed advances up the bracket, however only the top 8 teams from the previous year can be seeded.
i)
Only the
official AAU 32 or 64 team bracket
will be used for seeding.
j)
During the draw process, if two teams from the same club play first round games,
the next team drawn takes their place, and the next open spot goes to that team
which was not inserted. If a
continual problem exists due to the total number of teams, and the fact that a
club enters more than two teams per age group, it may be necessary for teams
within the same club to play each other in the first round.
k)
The Tournament Director must have a completed bracket within 7 days of the draw.
l)
All consideration will be given to provide best possible times for those teams
traveling over two hours to their game.
F. Documentation
1.
The document requirements for the MAD-GBC Association Championship
(National Qualifier) are:
a. Team Entry Form/Check
b. Team roster Form
c. Copy of the Original Birth Certificate
2. All these materials will be presented to the Registration Chairperson.
a. The
Tournament Director will receive a printout of the Documentation for their
event. (They have the right to request a player-photo ID).
3. Team Entry Form/Check
a.
Any team wishing to enter the MAD-GBC Association Championship must
present the Registration Materials (Section 7-d) at the Seeding Meeting:
the Team Entry Form.
b. This form will have the following:
1) Club name
2) Head Coach/address/phone/fax/email
3) Contact person/address/phone/fax/email
4) Place for Check/Fee for National Qualifier
5) Determination if the team is competing in the "A" or "B" Tournament.
Note: No club shall have more than two teams in a "B" bracket unless you have at least one in the "A" bracket. (Ammended 11/12/00)
c.
A Check/Money Order must accompany the Team Entry Form at the Seeding
Meeting and before the deadline.
d. Team Roster Form
1) Shall contain the following data:
a) Name/Home Town/State/Birth
Date/AAU Number.
b) Check Box for Birth Certificate.
e. Birth Certificates
1) A copy of the
Original Birth Certificate must accompany the Team Roster Form.
2)
Any club may question a player’s age and the Birth Certificate.
a)
A player has 24 hours to produce an original and/or a photo ID if requested by
the Tournament Director.
b)
An Official Government Passport will suffice as documentation for this challenge
besides the Original Birth Certificate.
c)
Other forms including those listed in the Girls Basketball Handbook and AAU Code
will also suffice.
G.
Tournament Infractions Committee
1. The
Tournament Director will make all decisions regarding infractions.
Decisions will
be made based on MAD-GBC Association Operating Rules and AAU Code Book.
2. All
issues and complaints shall be reviewed by the MAD-GBC Chairperson or other
Executive Committee Members.
a. No game protests permitted under NCAA rules.
3.
All issues must be dealt with within a 3 hour time frame from the written
complaint.
a. Complaints
1)
The Committee will entertain only those issues which are not game related
(officiating).
2) All parties must be present for
the complaint to be heard.
b. The
Chairperson will have the ability to replace the Tournament Infraction
Committee Members, recommend decisions and resolve issues.
4.
Any forfeit not reported prior to three hours of game time in an MAD Association
Championship will be reported to the MAD-GBC Disciplinary Committee for
appropriate action including seeding and monetary penalties.
H.
Roster
1. Each team is limited to a
maximum of 15 players and 4 bench personnel.
2. All Coaches must have AAU
Cards.
3. All players must have AAU
Cards.
I.
Tournament Rules by Host
1.
All written materials/forms must be cleared by the Tournament Director
prior to mailing concerning only the MAD-GBC Association Championship.
J.
National Advancement
1. Each club has 7 days to notify the Tournament Director their desire to compete at the AAU Nationals. This must be done by fax or letter or phone call with a follow up letter to confirm 48 hours later.
a.
If a club wished not to advance, the Tournament Director will notify the
next place team their opportunity to attend the National Tournament.
b.
The next club will receive the Information Packet directly from the
previous team by express mail within 48 hours of their notification deadline.
1) Failure to do this will cause the team
to be ineligible to represent the MAD Association at the National Tournament the
following year at the next age level.
2) If after the 7th day deadline, a club that expressed a desire at that time to go to Nationals does not, they do so with the knowledge they are forfeiting the right to represent the Middle Atlantic Association the following year at Division I Nationals in the next higher age group.
H. National Conventions
1.
The Chairperson(s) will have their expenses (air, hotel, and food $__/day
only) paid by the Middle Atlantic Association Committee for the AAU National
Convention.
2. The
Chairperson may assign a substitute if one or both officers can not attend.
